What happens when U.S. security assistance leads to private gain instead of the provision of a public service?
In the report «Elite Capture and Corruption of Security Sectors» published by the U.S. Institute of Peace the answer to this question is explored through four case studies: Afghanistan, Mexico, Ukraine, and Uganda.
The report was launched in this year’s Munich Security Conference. The Mexican case was authored by USMEX’s Senior Fellow in Human Rights Dr. Michael Lettieri and Head of Research Dr. Cecilia Farfán. The study focuses on two opaque cases of egregious malfeasance in Sinaloa and Nayarit, showing that elite capture of security assistance has significantly hindered long-term stable improvements in citizen security in both states.
